人民日报刊发张波厅长署名文章:用环境标准倒逼传统行业转型升级——山东省协调推进环境保护和企业发展的探索与启示

标准决定质量,只有坚持高标准,才有高质量。以高标准、严要求进行倒逼,迫使传统行业转方式调结构,是推进传统行业转型升级的有效途径。近年来,山东省在治理省域水资源污染问题过程中,用好环境标准这一抓手,以探索实施严格的造纸工业水污染物排放标准为切入点,倒逼“两高”行业转方式调结构,初步走出一条用环境标准倒逼传统行业转型升级、传统行业转型升级促进环境保护的路子。

基本做法

年,山东省首先从污染最为严重的造纸行业入手,在全国发布实施了第一个地方行业性污染物排放标准——《山东省造纸工业水污染物排放标准》。

该标准跨越8年分4个阶段实施:第一阶段,从年5月1日起,草浆造纸外排废水COD(化学需氧量)执行毫克/升的标准限值,略严于毫克/升的原国家标准,向行业发出“标准即将加严”的明确信号。第二阶段,从年1月1日起,大幅度加严标准,草浆造纸外排废水COD执行毫克/升的标准限值。规模较大、工艺技术装备较先进的企业具备达标排放的能力,达标无望的企业则主动选择结构调整。第三阶段,出台4项覆盖山东全境的流域性综合排放标准,流域标准第一时段与造纸工业水污染物排放标准第三时段相衔接,实现了行业排放标准与流域综合排放标准的对接,草浆造纸外排废水COD执行毫克/升—毫克/升的标准限值。第四阶段,自年1月1日起,全省所有企业全部执行统一的流域性污染物排放标准,重点保护区COD执行60毫克/升、一般保护区COD执行毫克/升的标准限值,企业排污不再依行业而定,而是按照企业在流域中所处的位置确定排放限值。这样也就实际上取消了高污染行业的“排污特权”。

主要成效

实施具有预见性的环境标准体系,实际上是以一种新的形式宣布落后生产力的淘汰进程。标准发布后,山东各大造纸企业纷纷投入巨资,组织国内外专家进行科技攻关,突破制浆工艺和废水深度处理等行业环保瓶颈,整体技术水平大幅度提高。在这一过程中,全省制浆造纸企业由原来的多家减少到十几家,主要污染物COD排放量大幅减少,同时整个行业规模和利税大大提高。目前,山东省每一家造纸企业都在排污口设置“生物指示池”,达到了常见鱼类稳定生存再排向环境的治污水平。按照同样的思路,山东省先后出台38项标准,形成了覆盖全境的地方环境标准体系,推动流域水污染防治取得明显成效。从年到现在,山东省的流域水环境质量已持续13年改善。这样的持续改善是一个人口稠密的发展中地区在工业化、城镇化快速推进阶段实现的,具有十分重要的意义,为从根本上解决流域污染问题积累了宝贵经验。

深刻启示

用环境标准倒逼传统行业转型升级、协调推进环境保护和企业发展的实践给我们带来了深刻启示。一是突破思想障碍至关重要。山东省制定严于国家的造纸工业地方环境标准,曾一度在省内外引起强烈反响,也出现了一些尖锐的反对观点。比如,有人认为山东省自我加压,实施比国家严得多的标准,市场竞争的最终结果必然会搞垮山东省的造纸行业。类似的反对观点其实忽视了维护生态安全和公众健康的必要性、经济社会发展的必然趋势和环境保护对于污染行业转方式调结构的倒逼作用,是需要着力突破的思想障碍。思想障碍突破不了,就迈不开步子,更谈不上创造性开展工作。二是没有真正落后的行业,只有落后的观念、标准、技术和管理。当前,对于“两高”行业仍然存在的落后生产方式,既不能安于现状保护落后,也不能脱离实际简单加以排斥。应立足实际,创造条件加以改造和提高,逐步使其向先进适用的生产方式转变。可以环保、质量、安全等标准为抓手,依法推动产业结构调整。对于企业来说,不管多大规模,只要能够达到这些标准就应当允许其存在;如果达不到这些标准,规模再大也要淘汰。只要我们科学制定引导性标准,就能有效推动传统行业改进生产工艺,走上新型工业化道路。在这方面,我们尤其要把握必要性、预见性、引导性和强制性有机结合的工作策略。“四性”策略有机结合,一些貌似困难的事情就好办多了。

  主持省环保厅全面工作,负责规划、财务、审计、人事、环科院方面的工作。分管规划财务处、人事处、省环境保护科学研究设计院。
